Richard “Dick” Mather Hall was born in 1940 in Milwaukee, WI. He spent much of his life in New York City and Washington D.C. A graduate and proud rowing alumnus of St. Andrews in Middletown, Delaware, Dick then went on to row and to complete his undergraduate and law degrees at Columbia University.

Dick had a distinguished career in public service. He clerked for the U.S. District Court Judge in Alaska in 1965 and worked as an Assistant United States Attorney for the Southern District of New York 1968. Before assuming the position of Assistant Director for Inspection and Enforcement in the Office of Surface Mining in the administration of President Jimmy Carter, Dick worked as one of the early staff attorneys at the Natural Resources Defense Council (NRDC). He went on to serve as principal counsel for the Maryland Department of the Environment. After a short period in private practice, Dick went on to lead Capitol Area Assets Building Corporation in the fight for economic justice.

His love of community led him to volunteer extensively, including coaching women’s rowing at the August Wilson Senior High School (formerly known as Woodrow Wilson High School). Dick was happiest sailing his 43-foot wooden ketch with his family in both Chesapeake Bay and Martha’s Vineyard Sound.

He is survived by his wife of 44 years Heleny Cook of Williamstown, by his four children Tim Hall of Martha’s Vineyard, Andrew Hall of Jersey City, Diana Hall of San Francisco and Charlotte Hall of London and by his many grandchildren and beloved friends.

A funeral service to celebrate Dick’s life will be held at St. John’s Episcopal Church in Williamstown, MA at 10 a.m. on Saturday, June 19.
